Asking for an indoor temperature of 68 on a 95 degree day is asking the system to do something it was never designed to do. The air conditioner will simply run continuously and never reach that setting, which many homeowners mistake for a malfunction.
This limit is also why the hottest part of the afternoon is the hardest time to cool a home. The larger the gap between the temperature you want inside and the temperature outside, the longer the system needs to run and the harder it has to work to make progress.
